Every job is different. If I’m being transparent (and, for the record, I am), I use https://www.the-efa.org/rates/ as the basis for determining any quote I give. This is standard practice for most copyeditors.

For non-copyediting work, it’s very much a case by case basis. I assess every job individually and try to determine as fair a price as possible.
